Polara LED help. Time always on not incrementing

I just picked up a Polara when I cleaned the it came back to life when I put some batteries in. But, the digits 0.00 are always on and they dont increment. I can get the day/date to show and I think incrementing seconds but only when changing the battery and shorting the batteries with the case, either time(0.00), date or seconds.

Any ideas how to fix this or a least what to test
