This is true. From experience you are likely to require dremmel + diamond to make a clean cut through this stuff to the tracks below - probably less than a millimeter. Its a real pain.
The other thing you might try is tacking a wire onto the little gold slither where the track enters the black epoxy encapsulation and then onto the relevant pad on the other side of the board (if there is one). This might enable a quick bench check of whether well repaired tracks will actually give the board life.
I think the missing gold pads are just test points that in peeling off have put the traces they were on Open Circuit - don't think you need to replace the actual pad just the track continuity.
Don't forget to check continuity from the big battery pad through its via (visible in PGs board image) onto the other side of the board.
